With a total of 10 partners, the project consortium relies on the best mix of skills and expertise and allows for full coverage of the EU Member States and steelmaking installations.

- The consortium is led by CEPS (the Centre for European Policy Studies), a leading European think tank. Most importantly, CEPS brings a track record in research and consultancy projects on analysis of public policies, impact assessment, better regulation, energy, climate and competitiveness.
- The consortium includes two organisations representing the stakeholders of the EU steel industry and value chain, namely ESTEP and EUROFER. While EUROFER represents the steel producers in Europe, ESTEP provides even wider coverage, as it also represents relevant technology providers, steel users, universities and research institutes as well as public bodies.
- Finally, the consortium also includes seven RTOs, namely BFI, CRM, CSM, IDONIAL, IMZ, K1-MET, SWERIM. Together, the RTOs provide:
- Full coverage of steelmaking technologies and processes
- Full coverage of the EU Member States directly or via their networks
- Up to 90% coverage of the steel production value in the EU
- At least 80% coverage of the emissions
In addition, the Consortium will rely on two stakeholder groups that will be regularly consulted to improve the quality of the project deliverables and increase ownership of the project findings:
- A Steering Committee: composed of representatives of the EU steel industry and independent academic experts;
- An Advisory Board: including representatives from stakeholders that may be impacted by the project findings, including policymakers, sectoral associations (e.g. energy-intensive sectors, energy sector, etc.), technology providers, trade unions, consumer protection bodies, NGOs and representatives of the civil society.
